Did breasts develop first, waist accentuate, etc. or did menstruation precede other physical development?

I would think breast development would be first, followed by pubic/under arm hair before periods start. Dd is developing breasts and has a little bit of hair but hasn't started her periods yet. She us 10

My DD is 13, underarm hair started first, then breast development- she hasn;t yet started her periods.

I remember for me it was the same order, followed by periods at 14.

www.nhs.uk/Conditions/Puberty/Pages/Symptoms.aspx - periods normally occur after body development has started
