getting worried about nearly 8 month old.

Hi everyone.
I am getting very concerned about my ds3's development. He is nearly 8 months but doesn't babble, roll, or sit up. He is my 3rd dc and I never had any worries with the other two.
I raised my concerns with the HV at his 6 month check and she told me they would review him at 8 months so waiting for an appointment. At the 6 month review she mentioned he had low muscle tone and seemed quite flexible. She said his language and physical development will probably improve by his next review. unfortunately it has stayed exactly the same, they were slight delays at 6 months, so im assuming they are now significant delays.
He is very quiet and doesn't outright cry often, usually just fusses. He doesn't babble or squeal, he occasionally makes cooing vowel noises but never consonants. He rarely giggles, but he does smile at things and seems very interested in the world and people around him. He seems to recognise his name, does extra big smiles for his favorite songs, toys, sounds etc. He startles at unexpected noise, and smiles if he hears my voice, even a whisper, so I dont feel his hearing is impaired.

On the physical side, he cant sit up unsupported, and he seems very floppy when he sits with support. He wont reach out to grab things held away from him, but he will grasp something held near enough so he doesn't need to extend his elbow. He gets excited and kicks his legs and grabs his feet. He is happy to spend time on his tummy and lifts his chest slightly off the floor. He seems to have good head control and will look for the source of a noise.

Other than these concerns, he is a very happy contented little dude and he always has a happy grin and loves a cuddle. I know all children develop at different rates, but I'm terrified that there is something wrong with him, or something I am doing wrong.
Has anyone got any experience or advice? Failing that, has anyone got a grip they could give me?
