Hair pulling 7mo and toddler.

We have a hair pulling baby (who doesn't?), who particularly loves to pull her sisters hair 2.8. Currently happening all the time, have tried making dd1 wear bobbles but she doesn't want to in the house and takes them out.

What I can't decide is how to explain to dd1, I have veered away from saying that its just because dd2 is a baby as dd1 still says she is a baby a lot so I don't want her to think it is acceptable behaviour which thankfully she doesn't but I don't want to just gloss over it. Dd2 is not crawling yet so its mostly when dd1 is trying to interact and play dd2 just grabs fistfulls of hair. Just a bit puzzled on how to approach this.

Say "No" firmly and take the baby's hand away...tell DD1 that the baby thinks her hair is lovely..but hasn't learned how to be gentle yet...so best to keep her head away until the baby is a bit bigger...explain that you're helping the baby to learn to be gentle but it can take a while.
