Need some help with my feisty 1 yr old

My DD turned 1 in March and started walking at around the same time too.
My problem now is that she screams whenever she is in her pushchair until we let her out to toddle about on her own. Whilst sometimes this is OK, there are obviously times when I need her to stay put. She also refuses to have her hand held and will go in any direction she fancies regardless of where we are.
I've tried toys, snacks, drinks etc but the only thing that works is giving her a dummy which I hate doing. She usually has her dummy to sleep (another thing I need to sort)but it's the only thing that stops the flailing limbs and tantrums.
Anyone had anything similar or got any ideas on how to get past this one?

let her have the dummy for a bit of a peace

Agree, at 1 I'd go with the dummy.
