16 mo is this normal?

My ds is 16 mo and generally a happy chap, but recently he seems to be whinier and clingier than usual, and I think we have seen the start of some tantrumming. Something that is driving me up he wall is that whatever room he is in int the house he wants to be in another one. Eg we are in the long rooms and he points to the kitchen, we go in the kitchen and he wants to go in the garden even if it is pissing it down, we go in the garden and he wants to be out the gate, which of course he can't. What do I do? Distraction works to an extent but when it doesn't it can result in a full on meltdown. Am I causing problems by allowing him in the different room in the first place?

Haha thought you loved in some sort of castle for a moment. Yep, DD is 15.5 months and we're starting to see some very similar behaviour. I think they're just at that age where they're exploring their newfound freedom and asserting their newfound strong will! Just going for the distraction technique at the mo but watching with interest for any other advice.
