My 13 month old will go to bed but keeps waking up

My 13 month old goes to bed fine after bath, bottle, story routine every night, but can wake up between 2 and 6 times in the night. He sleeps with a dummy and wakes when he loses it. The problem is he still can't roll over and retrieve it himself and we have tried to remove it but he can't seem to sleep without it. He can go to sleep without it if he's shattered but still wakes up wanting it. Any ideas?

Put a million billion dummies in the cot with him and teach him to feel around for one when he wakes up (rather than finding it for him, guide his hand around till he gets one). Or attach it to a muslin with a big knot in it. Something he can easily locate in the dark and half asleep.
