2 year old hitting.

I have a ds who is just 2yo and a dd who is 4mo and having some serious behaviour issues. Ds has started hitting, firstly the other half of our nanny share, then me, then other children. He finds it really funny and also laughs when told off. We generally discipline by putting him on the naughty step until he can say sorry, which has been working but now seems to be loosing effect. Today I put him in his cot when he hit me while on the naughty step, and he screamed for five mind then said sorry. But then hit again shortly after. Any advice on discipline/ stopping this behaviour ?

Does he hit in certain situations? Or when tired (not always obvious with a two year old - I have one)? Jealous of your younger baby?

I'll look out for situations. I think it's an attention thing sometimes, others it definitely just naughty. This morning he went to hit a little girl in the park simply because she was playing in the same area as he was. We got in there just in time, but it's mortifying and I don't know what to do about it.
