22 months old starting to suck thumb - regression?

I have a 22 mon old DD and a 6 wk old DS. Until now, DD never took to a dummy or sucking her thumb, but a few days ago, found her thumb and sucking it on/off. She's also grabbed hold of the little one's dummy and sucked on it - more to see our reaction. Is this likely to be an attention grabbing act (or regression) that we should ignore? or should be encourage her not to suck her thumb before she truly becomes addicted? The trouble is that she's at a stage where she'd try everything that's a 'no'. And we don't want her to start this habit now, esp as she was fine without until now. Any suggestions welcome. Thanks.
