potty- is she ready?

Dd is 2.5 we leave her nappy off to get her used to potty. She will sit on for a second then jump up and say "yayyy weewee" having done nothing, or she will do a teeny tiny dribble which we congratulate her on, rarely she will do a good sized wee. She seems to do tiny wee, we empty potty , then she does another tiny wee and the process repeats itself with loads of tiny dribbles in potty!
She's never dry after a nap or in morning and her thinking she's weed when she hasn't makes me think she's not ready. However she does run to potty then produce a tiny wee, so maybe she does understand!
She absolutley will not poo on potty/toilet.

She does have some behavioural/development issues and gets very anxious so I want to make sure I time this right! Do we carry on as we are having nappy time off every day or go the whole hog??

It was so easy with dd1 I can't remember it!
