Biting Baby -any tips to stop him?

Hi, my 9 month old has a mouth full of teeth (10 plus a molar) and every time he is in pain - he bites - naturally! He has just started nursery as I am back at work and in the first week - he bit a baby so hard it drew blood... and this week, he bit a baby twice - once on the elbow and once on the knee!
Before he started nursery, i did warn them that he bit ANYTHING when his teeth hurt including people/ babies/ the dog on one occasion but now he has had a chunk of 2 babies - i feel awful.... the poor other babies!!

Does anyone have any ideas of how i can stop him doing this?

Half of me thinks the nursery should be managing him better and paying closer attention as he understands NO when you say it - but doesn't remember not to do the action again if you know what i mean??
any ideas gratefully received....

My DD went through this too. Not alot I could do when she was at nursery but at home we froze fruitjuice in ice cube trays. When her gums were hurtig her I would wrap some cubes into the corner of a muslin square so she could crunch them. It numbed her gums and tasted nice :-)
