Please help me with my 14 month old hair puller!

Hi, my DD is 14 months and is awful for pulling hair - both mine and other babies whenever I take her out. I can't take my eyes off her for a second, if she's within grabbing distance she will, and doesn't let go.

Why does she do this? And what can I do? She isn't talking yet and I'm pretty certain she doesn't understand what she's doing is wrong. If she does it to me I put her firmly on the floor and say 'no'
When we're out and about, she makes other babies cry, I say 'no' again and remove her. Is there anything else anyone has tried, and will she grow out of it?

My little boy used to do this when he was 8 to 9 months old. I started and still do if he hurts me at all , go OWWWW, that really hurt mummy, and look sad. He cries now when i go ow. He has stopped doing it and is actually quite gentle. I can now let him fiddle with it and he doesnt pull it anymore!
