"Strange" stranger anxiety

My 9 months old is having stranger anxiety for the past couple of months now and I read that it's all normal development for babies his age.

The strange thing is sometimes he's actually fine when he meets the 'strangers' and will play happily and smiling at them. But after 2 minutes or so, he will start crying at the stranger.

I thought this is a rather strange behaviour - why wouldn't he just simply cry at the stranger at first sight? Any idea why this may be or anyone has experience similar things?

Just slow to react-gets interested and then suddenly realises that he doesn't know them.

I guess that's probably the most feasible explanation.
