Whingy Toddler - any advice!!!

Help!!!
My DD (2.8), has always been whingy! I was hoping it was a phase - but it doesn't seem to be showing any signs of stopping!
It's driving me and DH crazy!!! DH says I've spoilt her and that's why she winges - I think I'm too strict - and that's why she winges!!!!

Does anyone have any advice for helping her to get over this 'phase'?

Is she bored? It could be anything...is there any pattern to the whingyness? I remember being quite a whingy child and looking back I think I spent most of my childhood feeling cold and unnoticed! Maybe a warmer coat and a bit of attention would have sorted it out! :) Sympathises it's hard work with a whingy child. :)
