Fighting 2 and 3 year old

Am at a real loss have tried time out, confiscating toys, sticker charts and even rather foolishly negotiation but nothing seems to stop my DD (3 1/2) pushing, pinching, hitting and kicking my DS (2) and then him retaliating so I end up in a war zone it seems to be sibling rivalry and competition for attention which I try to share but need help!!!

i stick mine in their rooms and keep sticking them in thier rooms each time they hit etc. gives them time to cool down.
