How to help a very shy 4 year old...?

My 4 year old girl is extremely shy. She's been at Nursery 5 mornings a week since Easter 2010, but still hasn't spoken to her teacher or any of the other kids. She enjoys going, but seems to clam up as soon as we enter the school gates. At home, she's chatty and loves bossing her little brother around. I was very shy as a child too, so I know she can't help it 'cos it's in her genes! Any advice folks?

any friends or family you have that have kids her age, get them together, at nursery the kids might not go up and talk to her and thats what shes waiting for. i do that lol

My dd is very shy and she can cope with 1-1 situations with other children much more than any sort of small or large group.

Is there anyone she is closer to? Could you invite them round to play/meet in park?

How do they facilitate her at nursery - do they construct small group activities etc?
