Early morning waking- wake to sleep?

I have 12 month old twins. They go to bed at 6.50pm every night and are asleep by 7 without much fuss. My son will normally wake up between 6 and 7 am, which is fine, but my daughter wakes between 5 and 6am. She does not seem to be desperate for her milk when she wakes.
I would really like to get her to sleep to at least 6 as once I get her up I find that she is tired by about 7.30 am and then she needs another nap. If she wakes up nearer 6am, I usually get up. If she wakes around 5, I change her nappy in the dark, offer her milk (she never wants it) and try to settle her back. Sometimes she will sleep for another 30 mins or so and other times she just makes a lot of fuss, standing up and clanging around in her cot and I have to get her up because I think she will wake her brother (in separate rooms but house isn't that big!). I'm also conscious that by 5am she has slept for 10 hours which is quite a long time.
They both sleep through, with the exception of the odd squeak if they get stuck in a funny position in their cot, so I don't know whether I should be grateful for that or whether I am unwittingly going to end up with a baby that always wakes really early by getting her up. I have read some stuff about wake to sleep but has anyone tried it with babies this age and found it works? Both mine still nap at lunchtime for at least an hour.
Any advice about wake to sleep would be welcomed.

I did wake to sleep but with much younger children, don't know how it would work at this age. Could you put bedtime back, even just until 7:15? Might be enough to encourage a later sleep in the morning. Hope you get it sorted, early rising is hard!
