SETTING BOUNDARIES FOR A 2.5 yo. (LITERALLY!)

My DS is 2.5 and being a real handful, which I know is normal. I'm trying to set realistic boundaries for him and he's having NONE of it! His favourite thing to do is run away, and as my still SPD ridden hips can't keep up, we've had some terrible situations where he's literally gone missing for 10 minutes at a time. Last week in the Royal Festival Hall he managed to get in a lift and went 2 floors up to explore. He's completely unfazed by mummy and daddy not being there and we are up the wall trying to make him understand that he can't just take off. I have a Little Life rucksack that he loves to wear but I'm reluctant to keep him on reigns till he's 21. When he's being naughty I try to distract him but he's so single minded that he just either ignores me or once removed, goes right back for round 2! HELP!!!!!!
