what does Immature Attention Control actually mean?

is it just psychobabble for a short attention span?

had a follow up letter from speech therapist for ds today and one bit of the letter said his attention control was immature for his age.

what is a normal attention span for a just turned 3 year old?

he's just spent the last 20-30 mins painting so im not sure if it's anything to get concered about or if the speech therapist was just ticking boxes based on the fact that ds wasn't interested in the wooden cut out shape board things (what are they called???)she was trying to get him to do and just wanted to play with the cars.
