Hand down nappy

I have a 23 month old who loves to put his hand down his nappy and play with his willy (mostly when he is tired). I don't really have a problem with this but his willy keeps ending up pointing up over of the top of his nappy so when he wees it goes everywhere!!

Has anyone else had this problem and other than checking the direction of his willy every hour did anyone find a solution?

I should add that I have tried putting him in different kinds of clothing to make access difficult but he always manages to find a way in!

How about vests with poppers under - so he can't put his hand down?
