nail picking/scratching

I'm concerned about my dd, who's nearly 4, because she is constantly (well, literally almost constantly) picking at her nails or cuticles or scratching her fingers. Is this like nail biting? Is it a nervous habit, because she's anxious? I'm pretty upset for her, it doesn't seem normal.
Any ideas? Thanks!

Umm, just wanted you to know that I did that (and still do some 30 years later Blush ) as well as bit my nails when I was that age, so they are a similar habits (in my opinion). Could be nervous, but also just a habit. It's partly fuelled by dry skin, which is annoying (scratchy and catches on clothing etc.), so you want to pick it. When you then pick the skin it becomes even harder and drier (sometimes even scaly), so you enter a vicious cycle. What I would say is moisturise her hands.. apart from that, don't really know. It is a hard habit to shed.
