How to deal with aggressive 2 year old

I have two year old twins, well they are nearly 3. If left alone at all for say more than 2 minutes they now will generally fight - wanting to play with same toy in a different way etc. This has recently progressed (6 months after starting nursery) into hitting. Eachother and occasionally me. I have decided that an immediate time out is called for when this happens (in bedroom alone no toys for a few minutes). My daughter went to hit another child who was over for a playdate the other day. I shouted at her to stop (only 2nd time I have shouted at her) and obviously gave her a telling off. Please is this normal behaviour or have we done something wrong?! Any tips for how to handle this gratefully received.
