3 year old biting his twin brother repeatedly

Any advice for the best ways to deal with my 3yo who regularly bites his twin brother. He will tell me with a smile on his face. If i take a toy off him or try to put him out of the room, he'll scream, eventually appologise, say he's not going to do it again only to repeat the whole process later on. The marks look terrible and I'm really worried he'll do it to another child when he starts nursery.

This too shall pass.... Our DTs went through severe biting phase at around 2.4, took turns at it as well, i.e, for a few weeks DT1 was the biter, then the roles reversed and he bacame the biteeHmm. Had serious talks with them and did time out etc, not much help, though. They stopped on their own.
