2 year old refusing to brush teeth

My 28 month old is flatly refusing to brush her teeth. She did let me brush them until about 3 months ago, then she started resisting but we could normally do it by bribery but now that isn't working and short of holding down her hands and forcing the brush in (we haven't done this!) she won't have any of it. I am just not sure what to do, is it just a phase or do we need a new approach. I have tried brushing teddies teeth, doing mine with her there, saying she can't have biscuits or telly and saying she can do it herself but nothing works! Does anyone have any suggestions or advice??

We had hell until I bought a step and now she loves watching in the mirror while her dad brushes her teeth...worth a shot?

Thank you, I will give that a try
