I don't think i'd assume either. Seems to be quite common for both boys and girls.

Personally I'd call him Francis (which is a good solid name) and then he has the option of Frank or Frankie as he wishes. But to be honest, Frankie is OK for a young boy but I wouldn't want to be an adult man called it.

Frankie for a girl would be short for Frances or Francesca, not for Frank.

I wouldn't automatically assume if I saw it on paper, as I know both in equal measure. It's firmly unisex, not more suited to one sex over another.

I would advise a full name, whatever sex, to give more options when they are older.
