Rose or Elizabeth. Louisa is too “ah” at the end. Like Anna

Elizabeth, with or without one of its many shortenings. Classic and beautiful.
Louisa is lovely too, but personally I wouldn't do "a" endings for both siblings.

Family have suggested Eloise, Elodie, Jane and Lucy but we've vetoed all. I have a soft spot for Jane but it's not getting past DH.

The other two are too much compared to Anna. Anna needs a sister like Kaye, Beth, Laura, Tara, Faith, nothing with 3 syllables

Ah, I see. In that case, Rose. I'd agree another -a ending is problematic as is four syllables. Something short with a consonant at the beginning works, like Rose, Grace, Jess, Tess, Beth, Hope flows better or as a PP suggested, Alice. Or Lois.

All lovely names. I'd go with Louisa, then Elizabeth then Rose in order of preference, but any one of the three would be a good choice.

Well they all 'go' fine. They are all the classic style of name, like Anna (my favourite name!). Yes Elizabeth is a lot longer etc, but why does it matter? Each name is for an unique person. As they grow up they'll have their own, different lives, friends and families. The only thing that might cause a problem would be if the names were so close in sound it could cause confusion, so for instance I wouldn't choose Anna and Emma, Anna and Hannah (of course!), Anna and Susannah. But you're not!

I also would avoid another name beginning in 'A'. But another name ending in 'A' is absolutely not a problem and quite usual, so many female names follow this pattern. In fact I was going to suggest Rosa rather than Rose, as it's a bit more unusual.

I also prefer Louise to Louisa (although Louisa is fine), but you will get a lot of people bleating 'dated'. Have you considered Luisa instead of Louisa? I know you rejected Lucy, but do you like Lucia?
