Phoebe definitely. Billie is cute but 1.nicknamey 2.could be mistaken for a boy's name. Phoebe could also be cute but is definitely more of a full name.

Also Phoebe. Most of the Billies I know it’s a nickname so though I like it I see it as a shortening. Phoebe is both classic and cute.
