It sounds like some sort of condition too or a state of something. Not a name.

Here, a quick google says:

Clemency is the process by which a governor, president, or administrative board may reduce a defendant's sentence or grant a pardon. Clemencies have been granted in death-penalty cases for a variety of reasons.

That was the first google result, do with that what you will.

Unless the act of forgiveness is what you're going for? In which case Mercy is better - my great grandmother was called Mercy.

Reminds me a bit of when my friend called her daughter Chastity because she liked the way it sounds and she had heard it on a film character.
She didn't know what it meant and was quite upset when she found out

No it has negative connotations for me. Not keen on virtue names full stop, but particularly don't like Clemency.

Kate Silverton's daughter is called Clemency. I don't dislike it but prefer Clementine which you could also use the nickname Clemmie,
