Layla is beautiful I'd go with that. Harley would be second choice although I prefer Harlow or Harper for a girl

(Another who likes to see an 'e' on the end of Anne, too).

Names that end with an a don’t blend comfortably with Ann so for that reason, Harley. But the other two names are nicer.

Eliza Ann. My grandmother was an Angela always known as Ann so I much prefer that spelling.

Leila is pronounced lee-la not Layla isn’t it?

I’m not keen on Harley and don’t think it goes well with Anne so either of the other two. Layla sounds slightly better than Eliza combined with Anne imo
