DH has a niece named Francesca, never shortened.
I want to call DS Frank after my grandfather who brought me up, are these too close for cousins?
See them a couple of times a year at the most.

Not at all. Frank is a lovely name. I have a nephew called Frank.

I would personally go for Francis or Franklin as a full name to give him options,

My grandfather was just Frank so I am going to stick with just Frank as it is a standalone name

Use just Frank. Franklin is awful. I like Francis as a middle name.

Mr Lampard is just Frank and he turned out ok - got an A* in GCSE Latin and an OBE

I'd ask them what they think and explain it's a family name for you. It's the male version of her name so a bit odd to use it without even mentioning it prior, but not identical enough for them to be justified in saying no. It would prevent any animosity.
