Rose or Alice for me. Arthur reminds me of King Arthur and Prince Arthur Tudor so I think traditional names like Rose and Alice work best (my fave is Rose but having the same initial for a brother/sister sibset is quite cute imo so I'd be tempted by Alice). Grace is okay, if a bit overused but Margot is quite trendy and Freya not classic enough imo with Arthur.

Other obvious suggestions for me would be Eleanor, Emma, Anna, Elizabeth and Catherine (and Margaret instead of Margot, Mary, Jane and Cecily would be good too but might be too dated for you).
