I love Penelope Rose but my partner thinks it's like a galleon type name 😂 "The Penny Rose" !

If DD1 is a girl her middle name will be Jean which I think also goes lovely!

Jean was my first thought and I equally like June. Penelope Jane sounds as nice, but Jane is a more common middle name, when I was young almost everyone's middle name was Jane or Louise. Only an issue if you want a less common name though.

My first thought was June, goes really well with Penelope.
