Elsie Florence. Thinking nicknames mainly as I don’t like Flo or Flora.

Elsie Florence flows better imo, and Elsie is a less common name than Florence.

Florence Elsie is nice.

While Florence is popular, it has an elegant, grown up feel to me that Elsie doesn't (thanks to Florence Nightingale and Welch and the Italian City).

I like Elisabeth (nn Elsie) or Elsa, but I find Elsie as a given name too cutesy and a tiny bit downmarket, sorry (it has a Victorian parlour maid image to me).

Both are lovely. For overall flow I think Elsie Florence sounds best, but you rarely use the middle so I would go on my favourite first name, which is Florence.

I prefer how 'Elsie Florence' sounds as a whole name, but I just love the name Florence, so would personally go 'Florence Elsie'.
