To me I'd assume it's a nickname for a full name that could be girl or boy depending on full name

My immediate thought was a Muslim boy's name. If used on its own. Of course Alistair and Alison are shortened to Ali but that's a different thing.

Ali is an Arabic boy's name or a shortened name for both boys and girls

I think it would be a bit strange and inappropriate to use the name Ali for a boy a girl unless it is a nn, if you aren't muslim or Arabic speaking. I guess it might be okay for a girl if you used a different spelling.
