Which name for our baby girl!

We've had a gender scan on Saturday and it was confirmed bump is a girl. We have 3 names we like but we really can't choose.
The choices are;
Eleanor
Lucy
Penelope.

Thoughts please. Thank you

Penelope -
Fun, would suit perfectly a girl and woman.
But it does make me think of Kardashia.
Current popularity = #41
Meaning: Weaver

Eleanor -
Classic, beautiful. An array of nicknames to choose from (Nora, Nori, Elle, Ella, Nora, Ellie)
I would possibly avoid as El names are common atm (Elle, Ella, Eloise, Ellie, Elsie etc etc)
Current popularity = #52
(Ellie = #63)
Meaning: Light

Lucy -
Classic, sweet.
Current popularity = #61
Meaning: Light

Lucy Eleanor
Eleanor Lucy

Penelope/Penny is nice but I don't think Lucy or Eleanor would flow well as a middle name.

There are loads of baby Penelope's around at the moment. Not keen on Lucy and Eleanor, but do like Nora which someone else mentioned.

I think it all depends on areas as there are hardly any Penelopes around here. Evelyn and Willows are the most popular names at present.
Our surname is 2 syllables.
