I've always hated the name Chloe. The "Chl" sound at the start is ugly and clumsy sounding. It is also an ugly looking name.

Harley is a bit different and quite cool. You may be sentencing her to a life time of motorcycle jokes though.

I'd pick Harley of all of those.

Harley or Chloe go best with Rae but I don't think they sound good with Kelly at all.
So on that basis I'd go with Scarlett which as PP said does sound a bit like an adjective with Rae but your not hyphenating so it doesn't matter.

But Harley Kelly on its own doesn't have the same ring and the middle name will barely be used anyway, so maybe consider a double barrel? Harley-Rae Kelly. (I know this means you might need to find another middle name, how about using yours?)

Chloe is the nicest of your names, then Scarlett. Harley is terrible.
But Chloe and Harley don't really work with Kelly. So, Scarlett. I see the problem with Scarlett Rae being a like a laser beam, but it's a middle name, so it doesn't matter too much.

I'd probably be looking at slightly longer first names to balance it out, as surname and middle name are short. I'd steer clear of most ie ending names (Ellie, Millie, Molly etc) because they tip it completely into cutesy, Toddlers and Tiaras contestant.
