Jesse and lucah

I know of 2 Kobe's, but they are both boys. (Perhaps it is unisex, but sounds more boyish to me personally).

They aren't my style, tbh.

Dougie short for Douglas is OK, and I don't mind Roman.

I'm not mad on any of the girls' names but Farrah is the nicest, or Emmie if it was short for a longer name.

Dougie - I like this, though I'd call him Douglas, nn Dougie.
Elton - No.
Emrys - if you're Welsh?
Jesse - I really don't like this
Remus - Only if your whole life is Harry Potter themed, and even then, no.
Roman - No.
Ryder - No.

Girls-
Afra - YES, but prefer Aphra (after Aphra Behn)
Eleska - No. If you didn't make it up it sounds like you did.
Emmie - Yes, but give her a proper name too (Emmeline, Emily, Emma)
Farrah - No.
Ginnie - No.
Kobie - Really, no.
Lennox - I mean, it's fine if you want to name your daughter after a heavyweight boxing champion, I guess? No.
Lucah - Boys name.

Dougie - Hey! Is this your first child? Only ask as you might have missed the phenomenon that is Hey Duggie, the scout leader dog. You should at least be aware. It is cute thought
Elton - Meh, cue adults forever asking if hsi parents are fans
Emrys - I like.
Jesse - I like.
Remus - sounds like a pets name
Roman - meh.
Ryder - cute.

I like Aphra spelt this way and Eleska is actually lovely. Eliska too - Finnish I think.

These are just my opinions.

Dougie - I don't like, sorry. It makes me think of an old man and more recently the intro on the Cbeebies programme.
Elton - I can only think of the singer and people will assume you have named after him.
Emrys - I like. Never heard it before.
Jesse - I really like.
Remus - Never heard it but sounds OK.
Roman - My favourite from your boys list. Love this.
Ryder - I also quite like.

Afra - Not heard before.
Eleska - I like. Also Eliska.
Emmie - I like. Also like Emmeline or Emilia.
Farrah - Love this.
Ginnie - Not over keen.
Kobie - I only know boys with this name, but like Kodi for a girl.
Lennox- Again only known as a boys name.
Lucah - As above, but like Lucia for a girl.

Elton - not a fan. I just think of Elton John.

Ryder - I dislike this name, sorry.

Girls-
Afra - I like it, but prefer Aphra.
Eleska - very pretty, but I much prefer Eliska.
Emmie - cute, but doesn't feel substantial enough as a full name. There are a lot of names that start with Em- that Emmie could be a nickname for.
Farrah - pretty, but feels a bit dated now.
Ginnie - cute, but again I much prefer this as a nickname for a longer name. Suggestions: Geneva, Ginevra, Genevieve, Imogen.
Kobie - I dislike this name, sorry.
Lennox - I like it.
Lucah - I like Luca for a boy. Not a fan of Luca/h for a girl.

For Dougie, Emmie and Ginnie - I personally much prefer to give a child a longer name and use a nickname so that they have more choices as they get older. Just my personal opinion, but i feel like a lot of these nickname-y names will be cute on a baby/toddler, but will not age well.

Dougie - too informal for my tastes. I know two, 1 is 2 and 1 is 18 months
Elton - John
Emrys - love it
Jesse - it's ok. I know a few under 3s
Remus - not for me
Roman - dislike
Ryder - dislike

Girls-
Afra - not a fan
Eleska - beautiful
Emmie - too informal but I like as a nickname for Emmeline
Farrah - not a fan
Ginnie - like but spelt Ginny
Kobie - no way
Lennox - noooo
Lucah - definitely not

I like Dougie, but only if short for Douglas/Dougal, etc. Jesse is quite nice. And I don't mind Remus - I don't think Harry Potter, I think founder of Rome.
For girls, I like Aphra (not Afra) after the writer - hands down, my favourite from your list.

Boys-
Dougie - love this name. Would probably use Douglas but would still call him Dougie.
Elton - Not what I would choose. Have only ever heard it as Elton John so can’t imagine a baby with this name.
Emrys - I’m not too keen. It looks a little girly to me
Jesse - it’s ok but I wouldn’t use it. Again it’s quite girly but it would still be cute on a little boy.
Remus - I don’t really know this name, I wouldn’t use it but I don’t hate it.
Roman - love this for a little boy
Ryder - no it’s too Paw Patrolly

Girls-
Afra - haven’t heard this before. Not too keen
Eleska - again not familiar with this name but not too keen on it
Emmie - I like this but would be tempted to you Emily/Emma and use it as a nickname
Farrah - reminds me of Mo Farrah and I don’t really like it
Ginnie - I don’t really like this and think it’s a nickname but I’m not sure what it’s short for
Kobie - boy’s name?
Lennox - boy’s name
Lucah - Luca is a boys name so adding an h is still a boys name
