Perennially frequent vs peaks and troughs?

Is there a way of looking at baby names charts that differentiates from classic names that are always popular throughout the last hundred or more years eg James / Sarah as opposed to names that have risen and fallen in popularity?

Pick a name, look whether there are baby name stats for the place you live in and see whether it qualifies as a perennial classic in your opinion? (I'd something a classic if it's been a top 100 name for the last 50 years? 100 years? Top 200? Is it still a classic if it there were drastic shifts whilst still being a top xx name? Etc...)

It is... Names.darkgreener.com is great imo. (But only goes until the the 90ies...)
