I think it's just similar to the whole William pronunciation (Will-yum or Will-i-um) so (Jul-ya or Jul-i-a)

Although I'm from the north east, 3 syllables yes but our pronunciation is not always best haha

It comes out funny if you try squash it down to 2 syllables! "Jool-ya" sounds horrible haha! Definitely 3 syllables.

Lovely name, juliet and julianne/a are variations but I don't think you can beat the original form.
