Does Noah work in most countries?

I think it would. It's currently very popular in a lot of countries (its in the top 100 in Spain, France, Italy, Portugal, Denmark, Netherlands, Sweden, among others).

Brazil is officially Noá but I know people can work with Noah as an alternative spelling. I know a 5 year old Noá so it is in the current name trend.

Sorry my mistake it's not Noá it's Noé in Brazil. I think NO-A might be a girls name in Brazil, although I have never met a female called Noa. The difference between the e sound and the a sound might make No-ah sound like the girls name, but as I have never heard of a female Noa then it wouldn't be a problem. Brazilians are very adaptable with foreign versions or foreign names. So saying Noah is the same as Noé wouldn't be a problem.

I thought Noa and Noah were two different names. I know two people who are Jewish. Noah is male and Noa is female.

2 girls in dd's class called Noa. (Spain) Never heard of a male Noah here, Noa is a girls name.
