we are set on Penny (Penelope)

the boys names are not so easy.. we like

Otto
Fox
Monty
James

Any thoughts?

Penny is lovely, like all of the boy names apart from Fox but Fox is going to be a marmite name I would think.

I love the name Fox but for some reason I don't think it really goes with Penny. ( As much as a name can go with another) Penny and James are lovely together.

I doubt very much that he will thank you for Fox.
Otto and Monty are OK but rather UMC-try-hard. James - lovely, timeless, classic and actually not all that popular.
Penelope/Penny fantastic.

James is the best from your list. Otto is fine too although I've paradoxically heard it quite a bit lately from parents who were trying to be different when they names their DS! Fox and Monty are dreadful IMO, especially Fox.
