I know he is a bad guy in the hunger games, and that alone is putting me off a bit, but it is the unusuallness that bothers me most.

Aside from that, it is the best sounding ( strong, short, cool ) name I have found and is definitely my favourite in fantasy land. But... is it usable on an actual child?

Middle name possibly, but not everyday.

I'm not sure, I want to like it as it fits the criteria I generally go for in a name. It is short, snappy, cool and strong but I think in day to day life where name nerds are far and few between it might get a few but then if you love it go for it!

Reminds me of the OJ Simpson trial. Wasn't their star witness called Cato? He had a whopper of a mullett.

Cato reminds me straight away of Pink Panther. There is potential for nn Kate too. How about:
