Just found out I'm pregnant with dc2. We have 2 or 3 boys names we will choose from however I already think we're going to struggle with girls names.
I thought it would help to get all my initial ideas down so I can refer back to it and also get other people's alternative ideas and opinions.
So my current list is:
Emily
Tessa
Niahm
Pippa
Eliza
Penelope (Nel)
Florence (Florrie)

I prefer Tess to Tessa.

Your list has some similarities to mine ... So I'll suggest Nancy and Alice.

I think Eliza and Tessa go really well with William, and neither is uber-popular. Emily also sounds nice with it, but there are quite a few around.

I think it will hard to enforce the "Nel" nickname for Penelope, and she will probably become Penny or Pen.

Florence is too "of the moment" though is a nice name.

I love Nancy and Esme. However, a relative pointed out that there is a Nancy in Eastenders and an Esme in twilight. This has put me off, but not sure if I'm overreacting and being a snob.

Emily - I like it but don't get excited about it. I don't think it's because it's too classic or too popular because I love lots of other names in those brackets. You can't go wrong with it though.
Tessa - I think I like this but go back and forth a bit. I don't like Tess much
Niamh - Really like it
Pippa - Really like it. Though might christen as Phillipa just for a full name option.
Eliza - it's ok.
Penelope (Nel) - not keen
Florence (Florrie) - quite like it. Not overly keen on Florrie (but better than Flo)

I know Williams with sisters called:
Fiona, Alexandra, Antigone, Fionnhuala, Eleanor, Matilda, Lydia, Ocean and Charlotte

Others in a similar vibe to your list that I think go with William:
Astrid, Anna, Annabel, Abigail, Bryony, Cassandra, Ciara, Elise, Emmeline, Edith, Frances, Grace, Gabriella, Georgina, Hannah, Harriet, Imogen, Juliet, Julia, Joanna, Josie, Leona, Miranda, Natasha, Natalie, Orla, Phoebe, Rebecca, Rose, Sophia, Tara, Thea, Victoria, Vivienne, Zara
