Benjamin or Freddie (prefer Frederick nn. Freddie though)
With
Amelia (prefer Emilia - Emmy or Milly) or Victoria

Think Benjamin and Emilia would be my first choice combination from your list - love both names!

I like Dylan and Samuel, and quite like Reuben (spelling like this). Benjamin is OK. Harry, Alfie, Jack, Archie, Freddie are all too nicknamey for me, though nice if short for something longer.

I like Lydia, Amelia, Victoria, Emmeline, Sophia and Holly (would use this spelling rather than Hollie). Not keen on Thea, Matilda, India. Callie nice but only as nickname.

I think I'd go for Jack and Matilda too, they're two of my favourites.

Another vote for Dylan and Callie.

In my house known as Dyl and Cal (and Dilly and Cally but not in front of their friends Smile) - but one is a shortening of another name - think works really well for boy and girl twins though.
