What do people think of Rosa and Ellowen for a middle?

Rosa and Elowyn are both nice. Not sure they "flow" together very well though.

Rosa is lovely - Ellowen sounds like 'Halesowen' to me. Not a pretty name for a town, so certainly not good on a girl.

Elowen is lovely. The vowels run together a bit though - I prefer Rose Elowen or Elowen Rosa. I've never seen it spelled Ellowen but it's lovely too.

Do you pronoune it ELL-oh-en or eh-LOW-en?

I too think the vowels jar and sound clumsy. Better to have a strong consonant at the end of the first name if starting the middle name with a vowel. Agree that Ellowen Rose sounds better. How about Rose Ellen or Ellen Rosa? Ellowen is lovely though and Rosa, just not together IMO.
