I've only used the little hard block pans myself. Wouldn't know what to do with the tube variety, but I am still quite the basic beginner, making only cards and tags.

Have you considered watercolour pencils? Inktense are good.

I would say tubes if he is experienced painter and enjoys experimenting with colour. You can always squeeze out the paint from the tubes into tubs ( when it hardens it'll make the little blocks) that's if he doesn't get on with them :-)
