Suff you spray on mirrors and windows to fuzz them up a bit

I'm trying to spruce up an old mirror and it's a little scratched near the frame (On the mirror bit) so was thinking I could hide it by putting that stuff all round the mirror, about an inch in depth.

Does anyone know what that stuff is called? I assume it is stuff in a can which you spray on? Am I making sense? Help!
