Rug making help

Hi, just wondered if anyone could help me, I've been given a rug making kit (printed canvas and balls of wool) I believe its a cross stitch rug as the kit i used before came with a hook and ready cut wool. My question is could i cut the wool and hook the rug instead (i don't know if that's the right term i want a rug with tufts) would i need more wool for that method?

I should think you could do it that way but you probably would need more wool. I would give it a go because I prefer hooked rugs myself.
