Knitting pattern help

Hi can anyone please help with this pattern?

making 5th size. I worked to row 20 then skipped next row, then knit row 21 inc 4 (60 sts ) and followed with 4 row pattern (60 st)

Do you think I should have skipped all rows from the first set of italics to the 2nd set of italics and to be working pattern with (52 sts) ? Thx

I think where you've marked row 21 belongs to the larger sizes only. You can skip most of that page until you get to where you've put an X.
