Sorry, I'm relatively new to follow a pattern and this one has me lost. Please can someone tell me what it wants me to do on Row 11. I got as far as wrong side, perl 7, but then I'm lost

Wrong side facing, purl 7, take the yarn behind, slip one stitch (ie just swap it from where you're knitting from to where the new stitches go, without actually doing anything to it), bring the yarn forward (back to the front), turn the knitting around so that you have the right side facing. For the next row, just use these 8 stitches, but leave the rest of the ones you didn't use on row 11 on the needle.

Read through the whole pattern too - often at the start there's a list of abbreviations so you have a starting point for googling what it wants you to do! Some designers will use a common abbreviation in a slightly unusual way, it's worth checking for that kind of thing before you start.

You may have already sorted this, but if it is the back of the neck it is instructions for adding short rows to raise the back of the neck by adding some shorter rows back and forth.
If you have knitting questions, you need to post on ravelry, you get very fast and knowledgeable responses there.
