Crochet help please

Help, I'm a novice crocheter and do not understand this pattern.
It a moon, I have done the rounds and I'm now doing the folded in half part and I just do not understand how 27st can end up being 23 at the end of row 1 if there are that many increases, also there are 2 stitch totals for each row!?

Row 1 is two lines - there are 33 stitches with the increases.

Ch3, 2tr in same stitch, 2htr in next stitch, then 23 dc, 2htr in next stitch then 3tr in last stitch = 33 stitches

You will end up with 33 stitches at the end of the row.

In your first stitch you will work 3 chains and 2 trebles. ( 3 stitches in total created)
In the second stitch work 2 half trebles. (5 stitches in total created)
Then in the next 23 stitches you work 1 dc in each stitch. (28 stitches in total created)

You should have 2 stitches left.
Work 2 half trebles into the first of them (30 stitches in total)
and 3 trebles into the last makes 33.
